Federal legislation passed last week makes it a crime to anonymously annoy other people electronically. If you wish to vex someone online, the new law requires that you use your actual identity.
To wit:
"Whoever...utilizes any device or software that can be used to originate telecommunications or other types of communications that are transmitted, in whole or in part, by the Internet... without disclosing his identity and with intent to annoy, abuse, threaten, or harass any person...who receives the communications...shall be fined under title 18 or imprisoned not more than two years, or both."
I'm not passing judgement on this new legislation, but I'd like to know if Tribe.net plans to be among the first to comply, as it did with the recent 2257 rules.
Section 113 of the Violence Against Women and Department of Justice Reauthorization Act, amends an earlier law, the Communications Act of 1934. You can find the text of the new law here:
